Abstract
Aún cuando las autoridades nacionales han demostrado una constante preocupación por la protección legal de los mamíferos marinos, la actual administración de los recursos del mar ha sido orientada hacia el desarrollo de una política de libre mercado. Sin embargo, esta acción no se ha realizado sobre la base de una suficiente y sostenida investigación científica que haya permitido respaldar una utilización racional sostenida. Esta opinión se demuestra, entre otros ejemplos, por el drástico descenso poblacional de algunas especies de mamíferos marinos. Para modificar esta situación, se propone elaborar y ejecutar una Política Nacional de Conservación Ambiental,
entendiendo que conservación significa: una protección legal y efectiva, inserta en dicha política: investigación científica permanente y en constante desarrollo: enseñanza de los resultados científicos, aplicados a todos los niveles de la enseñanza nacional: y Ia elaboración de planes de manejo basados en la información científica, considerando el concepto de uso múltiple. Con el propósito de aumentar nuestro conocimiento sobre las especies de mamíferos marinos del Pacífico Suroriental, se propone fortalecer y apoyar la actual investigación científica en desarrollo. Para tales propósitos se sugiere que el Programa conjunto IUCN-UNEP apoye tales actividades en el área, teniendo a la Comisión Permanente del Pacífico Sur (CPPS) como el adecuado organismo internacional y regional, para promover y coordinar la participación de todos los Centros Focales en estas actividades, con el objetivo de aplicar el concepto de conservación a todas las especies de
mamíferos marinos del Pacífico Suroriental.
Even though the Chilean authorities have demonstrated a constant preocupation for marine mammal legal protection, the present administration of these natural resources it has been oriented to develop a free economical activity. Nevertheless, this action has been not developed with enough scientífic base to support a sustainable utilization. This point of view is demonstrated by a drastic population decrease in some marine mammal species. On this matter it is proposed to develop a National Environmental Conservation Policy, understanding that Conservation means a legal and effective protection inserted in such a Policy: pemanent and developing scientific research: teaching the scientific results applied to all levels of the national education: and the elaboration of management plans upon the basis of the scientific knowledge, taking into account the concept of multiple use. With the purpose of increasing the present knowledge of the South East Pacific marine mammal species, it is proposed to strenght and reinforce the scientific research on these resources. For these actions and purposes it is suggested that the joint program of UCN- UNEP can support these activities in the area having the CPPS as the appropriate international body to promote and co-ordinate the participation of all Focal Centers in these scientific activities, with the purpose to apply the conservation concept to all marine mammal species of the South East Pacific area.
